New Modular Campus for Public Charter School in Southern Idaho
Background
Treasure Valley Classical Academy, a tuition-free public charter school in Payette, Idaho opened in 2019 for K-6 and in 2024 for grades 7-12. Its mission is to create “thoughtful citizens” taught in a “classical” model, focusing on core subjects history, literature, mathematics and science, with an emphasis on language, literacy and writing, as well as instruction in virtuous living and civic responsibility. Students and staff had been using portable double-wide trailers, and moved to permanent modular buildings for grades K-12 in August 2025. A bond issued by Treasure Valley Classical Academy provided the funding for this school.
What We Did
The objective was to create a permanent facility at a lower cost than traditional builds. PNW Project Managers Darin Arbogast and Shane Moss coordinated the installation. A permanent foundation was created in December 2024 and Mobile Modular delivered and crane-set 30 modular sections during the second week of February 2025. The installed modular classroom buildings are permanent with store-front doors, concrete landings and sidewalks, and mini-split HVAC on concrete pads for a professional stick-built look. Carpet tile and vinyl composite tile serve as the interior flooring.
Challenges
The project and funding was delayed one year because of term negotiation between the city and school. The original general contractor hired to prepare the site left the project and a new contractor, CM Company, was hired only a few months before delivery of the buildings. Additionally, installing buildings in February in Idaho meant copious snow, with the headache of dealing with snow removal.
Team Effort
A project of this scope requires major teamwork. CM Company from Boise, ID constructed the foundation and did other site work, Sunbelt Modular NWBS in Phoenix, AZ fabricated the buildings, ModTranz Inc. in Caldwell, ID hauled the buildings, Bragg Companies (Crane Service) based in Los Angeles (with satellite locations) placed the floors on site, Capitol Mobile Service in Boise, ID installed the buildings, Drake Mechanical installed the HVACs and connected line sets, and Lea Electric connected crossovers and HVAC whips.
