Fast-deployed Modular Offices and Dining Facilities Support Interim Housing Services for the City of San José.
Background
In response to rising homelessness across the Bay Area, the City of San José expanded its interim housing capacity through the Cherry Avenue Homeless Shelter, a new campus developed in partnership with Dignity Moves. The project required fast, dependable facilities to support daily shelter operations while maintaining a safe, dignified, and accessible environment for both staff and residents.
To ensure the shelter could open on schedule, the City needed modular buildings that could be delivered and installed quickly, meet ADA accessibility requirements, and remain flexible for long-term temporary use as part of its broader housing continuum strategy.
What We Did
Mobile Modular delivered and installed three ADA-compliant modular buildings to support administrative and resident services on the Cherry Avenue campus:
- Two 12’ × 44’ mobile office buildings (528 sq. ft. each) for administrative functions
- One 24’ × 44’ modular dining hall (1,056 sq. ft.) serving residents and staff
Custom ADA ramps, decks, and steps were integrated to ensure safe, compliant access throughout the site. Mobile Modular coordinated delivery, staging, and installation in alignment with overall project schedules and site requirements.
The Challenge
The project required an accelerated timeline to avoid delaying the shelter’s opening. In addition, all facilities needed to comply with ADA standards due to the public-facing, client-centered nature of the site. Close coordination with the City of San José, Dignity Moves, and Swinerton Builders was essential to ensure seamless installation within an active construction environment.
The Results
The modular facilities were installed on schedule, enabling the Cherry Avenue Homeless Shelter to open with fully functional, accessible spaces that support critical day-to-day operations. The buildings continue to serve:
- Administrative staff operations
- Resident meal service and gathering space
- DA-accessible entry for staff and guests
By providing adaptable, code-compliant modular buildings, Mobile Modular helped support San José’s interim housing initiative, which has contributed to a measurable reduction in street homelessness by expanding safe, dignified shelter capacity.
