Temporary Shelter Provides Dignity for the Homeless - A New Approach in Los Angeles

Background

Los Angeles’ homeless crisis took a new direction in 2018 when then-mayor Eric Garcetti proposed a shelter be provided in each of the city’s 15 districts. Mobile Modular was entrusted with the Cypress Park project, the most expansive “Bridge Home” (temporary housing until permanent housing can be found/built) project yet.

Situated in the district overseen by City Council member Eunisses Hernandez, 34 state-approved ADA-adaptable buildings, strategically grouped in 2- to 4-unit clusters, optimize the limited space near the Highway 110 and 5 junction. The “first-of-its-kind” $6.5 million project was completed in August 2023 and opened for occupancy the second week of January 2024.

“This new site is a model for what is possible when we invest in a care-first approach to meet the needs of our constituents,” Hernandez said in a statement. LA Mayor Karen Bass emphasized the need to get “all Angelenos off the street…it is unacceptable to live in the nation’s second largest city in the richest country in the history of the world and to spend an evening on the street hoping you survive until the morning. We can no longer continue to do this.”

Mobile Modular delivered and installed the buildings—featuring a blend of functionality and aesthetic appeal—in an astounding 2 weeks. The houses feature asphalt-shingle pitched roofs, multi-colored siding, decking and a central courtyard. There are also laundry services, a flexible community space, pet area, and case management offices. Inside, houses offer cathedral ceilings, custom kitchen cabinets and modern painted walls, a unique departure from standard utilitarian-design temporary housing for the homeless. Fire alarms and sprinkler systems protect the entire complex.

Additionally, the facility will offer meals, addiction and mental health counseling, problem-solving, case management, job readiness/job placement services to residents, who will be evaluated at 90-day intervals to measure progress.
